Issue/Action Requested

Commissioners will consider approval of three new investigator positions for the Sheriff's Department to  increase investigations into human trafficking in Alamance County using funds awarded on June 25, 2020 for a three year grant from the U.S Department of Justice called the 2020 COPS Hiring Program (CHP). 

Background/Purpose of Request

The CHP award letter confirms that the grant will provide funding of $375,000.00 over three years and will require a match of $164,927.00 in local funds for a total 3 year program cost of $539,927.00 to hire three full time positions tasked with human trafficking investigations including child sexual exploitation cases.  In compliance with the grant requirements, local funds would then be used to retain the three positions to continue the program for a minimum of 12 more months.


The funds were awarded on June 25, 2020 and will be budgeted according to the grant project ordinance approved by the Board of Commissioners on March 20, 2020.   Local funds used to match this grant include FY20-21 $41,232; FY21-22 $49,478; FY22-23 $74,217.  In FY23-24 the three positions would require 100% local funding of an estimated $183,336.
